This page compares the suite builds, explains the set-out and covers the Queensland rules on licensing and paperwork. Worn valves on a suite worth keeping belong on our toilet repairs page, and the full spread of tap and toilet jobs sits at tap and toilet plumbing.

Toilet Suite Types Compared
The common suites split three ways by how the cistern and pan pair up, and the build decides how much pipe stays on show.
Close-coupled
the cistern bolts straight onto the rear of the pan, and the pair stands clear of the wall.
Back-to-wall
the pan sits hard against the wall, so the pipe behind stays out of sight.
Wall-hung
the pan hangs off a support frame in the wall, usually with a cistern tucked behind a flush plate.
A cistern can also be renewed on its own while the pan stays. That only works when the new cistern lines up with how the old pan fixes and connects; otherwise the pair gets replaced together.

Pan Outlets and Toilet Set-Out Explained
Set-out is the measured spot where the pan's waste outlet ends up in the floor or wall. A new pan drops straight onto the existing drain when its outlet lands on that same spot.
S-trap
the outlet passes down through the floor, so the drain runs under the pan.
P-trap
the outlet runs out through the wall behind the pan.
Where a new pan misses the old drain, we rework the waste line or pick a suite to suit. Reworking sanitary plumbing on a standing building counts as notifiable work, which adds a Form 4 to the job.

Who May Install a Toilet in Queensland
Only a licensed plumber may install a toilet here, and Queensland's plumbing rules then sort each job by what changes.
A first-time or shifted toilet
in a standing building is notifiable work. No council permit applies, and a Form 4 goes to the QBCC inside 10 business days of completion. The contractor lodges that form and pays the fee, and can on-charge it to you with admin costs.
A like-for-like swap
of the old suite is minor work. A QBCC licensee does it, with no permit needed and nothing to lodge.
Cistern washers
are the lone exception. Queensland's unregulated work list leaves just three toilet parts to a capable owner: the drop-valve washer, the float-valve washer or the suction-cup rubber. Even those swaps still need to comply with the standards.
The QBCC checks Form 4 lodgements, and a missing form counts as an offence. Where you're unsure how your job sorts, an online QBCC questionnaire settles whether the work is notifiable.

Flush Volumes and Star Ratings for New Toilets
A dual flush toilet holds two volumes: a smaller half flush and a larger full flush. Every toilet and cistern we fit carries WaterMark certification, the product approval that makes a fitting legal for a licensed plumber to install.
WELS
, Australia's water-efficiency labelling scheme, also registers each suite and rates it in stars against its litres per flush.
New class 1 houses and townhouses, plus sole-occupancy units in class 2 buildings,
need a 4-star dual flush toilet rated under WELS. Business Queensland says the rule skips renovations.
Rental water charging
runs on a separate test in Queensland tenancy law. To charge a tenant for all water, the toilet needs a dual flush cistern with 6.5 litres or less on the full flush and 3.5 litres or less on the half. The average works out to 4 litres, counted across one full and four half flushes.
A rental that fails the test leaves the owner or manager paying a reasonable amount of the bill. A tenant contributes only the excess, and only where the place is individually metered and the lease spells that out.

What the Older Houses Start With
Banksia Beach housing spans the 1960s through to the 2000s, and the last census put the suburb's median age at 59. Plenty of homes in the earliest streets still run the single-flush cistern they were built with, and older owners often ask for a comfort-height pan that sits easier on the knees.
A suite swap near Freshwater Drive or the canal estates usually starts with us measuring where the old pan's outlet ends up. If the basin taps look dated at the same time, a tap replacement in the one visit saves a second booking.

What Changes the Price of a New Toilet Job
The quote builds from the suite build, the drain match, the position and the paperwork.
The suite build
a close-coupled pair comes apart and goes back together with less fuss than a wall-hung frame.
The drain match
a pan whose outlet suits the existing set-out drops straight on, while drain work to shift the outlet adds time and materials.
The position
a toilet that stays put costs less than one that moves, which brings new supply and waste runs.
Access
how easily the plumber reaches the water supply and the drain.
The Form 4 fee
on installs that need one, which the contractor lodges and pays, then on-charges with admin costs.
The written quote settles the final figure before we pick up a tool, and it holds unless the job itself changes.

New Toilet Questions Answered
Call (07) 3523 7121Does a new toilet need a Form 4?
Yes, when the job installs a first toilet or shifts an existing one. That counts as notifiable work, so no council permit applies, and a Form 4 goes to the QBCC inside 10 business days of completion. A straight swap of the old suite is minor work, so nothing gets lodged.
Do I need a council permit to replace a toilet in Banksia Beach?
No, replacing a toilet in Banksia Beach needs no council permit. Like-for-like swaps are minor work, and first-time or shifted toilets are notifiable work, and neither needs council approval. The exception is a home on a combined drain or a dual reticulated supply, where adding a fixture makes it permit work.
Does my landlord have to replace an old toilet in a Queensland rental?
No. Those flush volumes set the test for charging a Queensland tenant for all water use; they set no replacement deadline. A rental toilet that fails leaves the owner or manager paying a reasonable amount of the bill. A tenant pays only the excess, and only where the place is individually metered and the lease says so.
What is the difference between an S-trap and a P-trap toilet?
The drain exit. An S-trap pan drops its waste out through the floor, while a P-trap pan sends the outlet out through the wall behind it. Your existing outlet decides which pan fits, because the new one has to land on the drain already in place.
Can you replace a toilet without moving the pipes?
Yes, when the new pan's outlet lands on the existing set-out, the suite drops straight onto the drain. Where it misses, we rework the waste line or pick a suite to suit the drain, and altering sanitary plumbing on a standing building is notifiable work.
